This page will provide background on the events that preceeded and informed the research being conducted as part of this IMLS National Leadership grant project.


Dr. Mary Kay Biagini


Dr. Mary Kay Biagini and researchers from the School of Information Sciences, University of Pittsburgh, were contracted to analyze the data collected during the spring of 2011, about Pennsylvania's public school libraries. She and her staff prepared the draft study and its recommendations based on guidelines from the State Board of Education. Dr. Biagini also led each of the three public roundtables to present the findings and recommendations at Allentown (Sept 13), Harrisburg (Sept. 15) , and Erie (Sept. 21) in the fall of 2011.

The Pennsylvania School Library Study, 2011

The Pa. School Librarians Association (PSLA) working with the Education Law Center and Rep. Mark Longietti (D-Mercer Co.) enabled passage of a House Resolution passed in October 2010 that requested the State Board of Education conduct a comprehensive study of school library services in public K-12 schools. Data was collected via an online survey in March and April 2011 from over 2,180 schools (73% participation rate). Relevant documents are linked below.
