About this Page

This page will provide the details and findings of the first phase of the qualitative study of infrastructure needs of school library programs. In Hummelstown, near Harrisburg, Pa, on January 10, 2012, Dr. Lance held a Professional Judgment Panel of school library "experts" to provide qualitative input to the three electronic surveys the RSL Research Group are designing. The surveys were later conducted in March-April 2012, to gather a broader range of opinions from three specific audiences-school librarians, teachers, and school administrators.


Purpose and Role of the Professional Judgment Panel

Eighteen of the “best and brightest” among Pennsylvania’s school librarians were nominated by PSLA leaders and the Project Leader to work with Dr. Lance to inform the question design of three electronic surveys that will be administered in Spring 2012. Links to the three separate Survey Monkey surveys will be emailed to nominated school librarians, teachers, and administrators who have some knowledge of quality school library practices and services.

Professional Judgment Panel Notes

This is a summary of the comments and remarks made by the 18 school librarians who met on January 10, 2012, in Hummelstown, PA. Dr. Keith Curry Lance led the discussion based on a series of questions found below called "Questions to Focus Discussions" which are also listed in this report along with the names of all the participants.
